However, is there a way to notify players in game who have the Global chat closed? I don’t have it open as standard and have missed the opportunity to safely stow my ship prior to the server being shut down.

We concur. It was part of a discussion we had this morning. We’d like to give a better visibility in the future, even if your chat is closed, so we’ll improve on this this whenever we can.
