Example –

Going gimballed with ‘fixed’ guns (no preinstalled gimbal) on a Gladius reduces the fire rate.

How will you deal with turrets like on the Freelancer and Hornet ball turret? IMO these should have no penalty, but can you please confirm?

How will you deal with non-removable gimbals like on the Santokyai and F8C (underside)? Same, no penalty should apply here as we are unable to remove them…

Then going back off the assumption of all weapons being gimballed at a fire rate reduction, we yet have the Vanguard simply has no such gimballing allowed at all, even for the underslung S5. Why?

And I assume the Ares won’t allow gimballing either, among others.

In summary, what are the gimbal permissible categories and how will we know which ships fall under which categories?

It’s pretty much what we have in the MM environment with the exception that manned and isolated non-pilot turrets will get later gimbals equipped so they will have the same gimbal modes as pilots.

In general “fixed” mounts will largely go away except for very isolated cases like the Ares and the Vanguard nose mounts. The Vanguard however keeps the S5 mounts with the S5 gun which allows gimballing.
